UTILITY CO-ORDINATOR (Non-Union Position – 40 hour work week) (Competition No.: PWE-2022-12)

Under the direction of the Traffic Supervisor, the Utility Co-ordinator manages and administers street occupancy permits and utility cut approvals and locating the City’s buried traffic and street light infrastructure. In the months of October to April the incumbent will be on shift as Highway Patrol Person. Winter schedule is 12-hour rotating shift work.

Duties:
• Review comment and /or approve on all types of Road Occupancy Permit applications
• Maintain an up-to-date database of road occupancy permits issued to utilities, contractors and other authorities performing work on City road allowances. Provide permit related metrics as required
• Conduct regular field safety, quality assurance and control audits of road occupancy permit sites
• Monitor the reinstatements of utility cuts, records any deficiencies and follows-up to ensure the contractor complies with City requirements
• Be responsible to ensure that all complaints received from Service Timmins, City staff, Council, and the Mayor’s office concerning utility and other road occupancy permit related works within the right of way are investigated and resolved in a timely manner
• Track and maintain list of all permit related damage/repair locations
• Conduct infrastructure surveys as required
• Reports utility related issues
• Provide guidance to field inspection and operations staff, including trouble-shooting difficult permit related issues, responding to unusual requests as required, etc.
• Assist in tracking down the responsible party for deficient work associated with road occupancy permits when the contractor is not immediately known
• Provide expertise to the Supervisor in negotiating changes regarding permits with users, staff or external agencies
• Supply inspection staff with daily road occupancy permits, permit activations and service requests
• Monitor, and maintain Service Requests in our electronic database (CGIS)
• Prepare memorandums for Road Occupancy Permit (ROP) deposit releases under signature of the Supervisor, Maintenance Standards and Permits
• Patrol highways that are maintained by the winter highway maintenance contractor and ensure the highways are maintained as per the Ont. Reg 239 i.e. minimum maintenance standards
• Perform utility locates for Ontario One Call requirements
Qualifications:
• Graduate from a post-secondary institution in a Civil Technology Program, with C.E.T./C.Tech designation or is currently pursuing C.E.T. /C.Tech designation
• Must have a working knowledge of the various types of utility infrastructure, installation methods, and maintenance/construction practices
• Minimum of three years of related municipal services construction and inspection experience
• Possess working knowledge of the OH&S Act and its Regulations as it pertains to the construction industry
• Familiar with Ontario Provincial Standards and Specifications (OPSS), and other municipal construction related specifications, standards and guidelines
• Excellent verbal and written communication skills
• Ability to demonstrate sound judgement and use tact and diplomacy
• Must demonstrate strong organizational and analytical skills with an aptitude for details to manage multiple competing tasks
• Must be able to work independently and as a part of a multi-faceted team
• Working knowledge of MS office products is essential; Ability to operate hand held GPS Data Collector
• A valid Ontario Class 'G' driver's license
• Knowledge of municipal consent and municipal permitting processes
• Strong conflict resolution skills are essential to this role
• Excellent interpersonal skills and proven ability to establish effective working relationships
• Working knowledge of underground line locating equipment
• Working knowledge of Ont. Reg 239 i.e. minimum maintenance standards
• Current and clear Criminal Record Check
• Proof of COVID-19 vaccination mandatory

SALARY LEVEL 205: $66,518- $79,851 (2022)
