Mineral Development Advisor (MDA)

Location: Wabun Tribal Council
Reporting to the Executive Director and/or Technical Services Advisor you will be responsible to perform the following duties in five of the member First Nations of the Wabun Tribal Council:
The Mineral Development Advisor (MDA) will:
1. Act as a resource for member communities seeking to build understanding with regards to mineral exploration and development in general.
· Educate communities on the activities being conducted throughout the mining sequence and their potential impacts.
· Assist in organizing information sharing opportunities within the community.
· Remain current with technical knowledge of mineral exploration and development sequence and the Mining Act.
· Report quarterly to Wabun and MNDM.
2. Under the direction of the Executive Director and/or Technical Services Advisor, the MDA will act on behalf of member communities to liaise with the ministry and industry proponents and to receive and review notices of early exploration activities (plans and/or permit applications). This may include:
· Explain technical issues if any.
· Assist communities to understand or assess potential impacts the proposed activities may have on Aboriginal Treaty Rights.
· Coordinate the formal response if necessary, from the communities to MNDM within the regulated timeframe.
· Proactively maintain ongoing relationships on behalf of the communities with the exploration proponent, as necessary.
· Receive notices, plans and permits and coordinate a community response, if necessary within regulated timeframes on potential impacts the proposed impacts the proposed activities may have on Aboriginal or Treaty Rights.
3. Pertaining to activities requiring a closure plan (advanced exploration and mine development) including if necessary:
· Explain and technical issues, if any
· Assisting communities to understand or assess potential impacts, if any
· Consider when and if independent third-party review or assessment might be appropriate.
· Provide input to the proponent and ministry in a timely way throughout the closure planning process on potential impacts the proposed activities may have on Aboriginal or Treaty Rights as necessary.
· Coordinate the formal response from the community to MNDM in a timely way.
· Proactively maintain ongoing relationships on behalf of the communities with the proponent as necessary.
· Receive notices-closure plans, coordinate a community response in a timely way.
4. Supports the development of capacity within member communities to effectively participate in and benefit from mineral exploration activities, including through the negotiation of arrangements.
5. Participate in and support the Ministries annual review of the Aboriginal Capacity pilot project.
Qualifications:
· Valid Driver’s license
· Excellent oral and verbal communications skills
· Computer literate in any of the main work processing software ie. Word Perfect, Excel, Microsoft Word, Lotus
· Ability to work unsupervised and self-starter a must
· Post-graduate education or equivalent experience in mining related field an asset
· Ability ti speak a native language an asset
· Knowledge of the Wabun Tribal Council and its member First Nations
